Blue Envelope Program
A new Florida law will help improve communication between a person with autism spectrum disorder and law enforcement officers during a motor vehicle stop. The law for the “blue envelope program” went into effect on July 1, 2026, and it requires the Dept. of Highway Safety & Motor Vehicles to develop and make available to individuals with ASD a blue envelope by Jan. 1, 2027. According to an analysis of the bill, the blue envelope may contain specified identification documents for the individual that they would give to a law enforcement officer during a traffic stop.
